VIRAC, CATANDUANES — The final set of mechanics of the Catandungan Festival Songwriting Contest has been revealed.

The contest, which aims to capture a reflection of island life in the province of Catanduanes, calls on music enthusiasts to write songs that promote the tourism, heritage, culture, people, values and products of the province.
At stake is a grand prize of P20,000 and consolation prizes of P5,000. The winning piece shall also be declared as the official festival song of the province, the organizers said.
The competition is open to Catandunganons and individuals with Catandunganon parents. There is no age requirement. However, minors joining the competition must be represented by a parent or guardian. Employees of the Provincial Government of Catanduanes and those connected or related to, by blood or consanguinity, to the members of the Festival Executive and Working Committees are disqualified to join.
Songwriters may submit as many entries as they can.
An entry must be a completely original composition in Bicol. Its copyright must be owned exclusively by the songwriter-contestant.
Each entry may be composed by one individual or a collaboration of two or more songwriters.
The following are disqualified as entries: a) instrumental compositions; b) compositions which have been previously published, recorded or released in any part of the world; c) compositions which have qualified as finalists in any song competitions in the Philippines or abroad; d) commissioned musical works; e) compositions which are found to contain two or more melodic bars or lyrics similar to a published or released song in the Philippines or abroad; and f) lyrics that are substantial translation of a published work or released song in the Philippines or abroad. Failure of the entry to comply with any of the published requirements shall be sufficient ground for disqualification.
By entering a song in the competition, the participant warrants that it has not been contracted for by any third party, and that he shall not negotiate and/or contract or any use of the song with any such third party until after the announcement of the finalists, and thereafter, if declared as a finalist.
The composer/lyricist shall hold the Provincial Government of Catanduanes and the Festival Executive and Working Committees, free and harmless from any suit, demand, debt, obligation, expense or liability arising from any misrepresentation or fraud in connection with his entry to the competition, the organizers explained.
Entry forms are available online at www.catanduanes.gov.ph and at the Office of the Governor, Provincial Information and Management Office (PIMO), 3/F Provincial Capitol Building, and at the Provincial Tourism Office, 2/F Old Capitol Bldg., Sta. Elena, Virac, Catanduanes.
Duly-accomplished entry forms must accompany all entries. If the entry has one or more songwriters or lyricists, each one must sign the entry form.
The song must not exceed four minutes and thirty seconds (4:30), inclusive of intro and extro.
One or a combination of musical instruments may be used.
Introductions and explanations which are not part of the song are not allowed.
As a general rule, the lyrics of the song must be in Bicol, Catanduanes version. However, English/Filipino terms may be used if they contribute to the total charm and effect f the song.’ Colloquial expressions and other made-up or coined terms are allowable as well.
The name of the composer/lyricist shall not appear on the lyric sheet.
Introductions or explanations which are not part of the lyrics are not allowed.
Submission of entries
Entries may be submitted by courier, personally delivered, or sent online via e-mail. If by courier or personal delivery, the song entry must be stored in an audio CD accompanied by the duly accomplished entry form, lyric sheet and a 2x2 photo of the composer.
Online submissions should be e-mailed to email@example.com with the following attachments: (1) scanned duly-accomplished entry form in jpeg format; (2) lyric sheet in doc format; (3) 2x2 photos in jpeg format; and (4) Mp3 file of the entry song
All entries must be received by the songwriting competition secretariat by 12 Midnight of September 15, 2014, Philippine Standard Time.
Competition organizers reserve the right to extend the deadline when necessary.
The organizers shall not be responsible for late, lost, damaged, misdirected, postage due, stolen or misappropriated entries.
Screening and judging
A committee shall screen all the entries and determine the seven finalist songs.
An individual, whether a composer or a lyricist, is allowed only one entry—the one with the higher score—in the finals.
A Board of Judges shall choose the winners from among the seven finalists.
The entries shall be judged according to the following general criteria: music (quality of melody, harmony and rhythm) – 30%; lyrics (arrangement of words and ideas) –30; overall impact (music treatment, commercial appeal, uniqueness, recall factor, breakthrough qualities) – 40%.
