PNP, PDEA join forces vs. illegal drugs with Oplan Private Eye

The Philippine National Police headed by PNP Chief, Police Director General Alan La Madrid Purisima and the Philippine Drug Enforcement Agency represented by Director General, Undersecretary Arturo Cacdac, Jr. signed a Memorandum of Agreement as part of the government’s efforts to harmonize anti-drug operations and mobilize various sectors to help crush the drug menace during simple ceremonies at Camp Crame yesterday.

In the seven-page MOA, the PNP shall collaborate with PDEA through the Directorate for Police Community Relations (DPCR) for the adoption of a communication plan that will encourage stakeholder’s participation and support in anti-illegal drugs advocacy thru “Oplan Private Eye” and ensure the immediate turn-over of evidence for destruction.

Recognizing the important role of the citizenry in the fight against the danger of drug abuse in the country, Dangerous Drugs Board (DDB) created a reward system dubbed as Operation “Private Eye”, implemented by PDEA to encourage the public to report illegal drug activities

Operation “Private Eye” is a citizen based information collection program of the Dangerous Drugs Board, the PDEA and the different non-government organizations engaged in the fight against illegal drugs which aims to counter fear and apathy as hindrances to active participation of the citizenry in reporting drug activities by ensuring anonymity of the informant and grant of monetary rewards.

On its part the PNP will support the Anti-Drug Abuse Council (ADAC) in clearing of drug affected barangays by focusing on the neutralization of street level drug users and pushers and include in the Automated Fingerprint Identification System or AFIS the ten-prints of arrested drug suspects on PDEA-initiated operations.

The PDEA, on the other hand shall provide the general supervision over the implementation of Barangay Clearing Operations, assist in educating the PNP personnel on the provisions of Republic Act 9165 and orient them on the system of operations of PDEA and allocate slots in training on Narcotics and illegal drug courses offered by PDEA Academy.
