Libmanan civil society groups, NGOs, barangay officials lambast town officials

LIBMANAN, CAMARINES SUR—Civil society groups, members of non-government organizations, and some barangay officials braved the rains this morning to hold a protest denouncing the decision of the Sangguniang Bayan to shelve the 2014 budget.

Speakers say that this decision is counterproductive and will hold hostage any development that is expected of this first-class municipality.

They lashed at their officials for politicking instead of responding to the needs of the residents which they promised during the election.

It will be recalled that last week, municipal councilors Jerry Tendero, Ariel Oriño, Jesus Camara, Alexander Mendoza, and Wilma Carios voted against the approval of the 2014 budget which has been pending since October last year.

As a result of the disapproval, the town of Libmanan cannot disburse money except for essential Maintenance and Other Operating Expenses (MOOE), including gasoline, oil and lubricants expenses; water and electricity bills; postage and deliveries expenses (landline); repair and maintenance of vehicles; insurance of motor vehicles and public buildings; and accounting forms, reports say.
