The suspect, who was identified as Florenio Madrogaba y Carpo, was arrested in Barangay Pangao, Lipa City, Batangas by joint elements of the Lipa City and Ragay Police Stations the other day.

He was captured by force of warrants of arrest issued by Hon. Judge Irma Isidora M. Boncodin-Zamundio of RTC Branch 57, and Hon. Judge Cecilia R. Borja-Soler of RTC Branch 29 on April 20, 2013 and May 7, 2013.

The initial investigation reveals that the suspect, who is a farmer and resident of barangay Upper Binahan in this municipality, raped his third daughter in 1997. The union bore a daughter, whom the suspect raped again between 2008 to 2012, when the victim was 12 to 16 years old. The suspect likewise raped his youngest daughter from 2008 to 2012, when she was 10 to 14 years old. His last victim was a neighbor, whom he raped on November 22, 2012, when the victim was 12 years old.

On November 23, 2012, his second, third, and fourth victims all filed a complaint against the suspect for rape and statutory rape. The first victim, who was already married, however, was not part of the complaint.

Since the warrants of arrest were released by the RTC, the suspect has been the number one most wanted person of the Ragay Municipal Police Station. (With report from Jener Villarez)
