BIR Bicol to taxpayers: file ITR early

The Bureau of Internal Revenue (BIR) has urged all taxpayers in the region to settle their income tax returns (ITR) before the April 15 deadline to avoid penalty and other inconvenience.

BIR Bicol director Esmeralda Tabule said that all revenue district offices in the region are now accepting filing and payment of ITRs for the year 2013.

ITRs filed beyond 5:00 pm on the last day will be penalized.      

Tabule said aside from BIR offices, payment can also be done at Authorized Agent Banks (AAB) which include Landbank, Union Bank, Philippine National Bank (PNB), United Coconut Planters Bank (UCPB), Development Bank of the Philippines (DBP), China Bank, RCBC and Veteran’s Bank.

“All AABs are mandated to extend their banking hours until 5:00 in the afternoon starting April 1 -15, 2014, to serve the taxpayers who are already within the bank premises,” Tabule said.

Payments of checks, cash or combination of both are accepted but must be in accordance with BIR regulation provisions.

“Payment of two or more checks or a combination of cash and check may be accepted in payment for a single liability provided that the issuances of checks are in accordance with the provisions of Revenue Regulation No. 16-2002,” she said.

Moreover “no-payment” returns formerly accommodated at Tax Tulungan Centers set in different malls will not be accepted due to the new Mobile Revenue Collection Officers System (MRCOS) used by revenue collection officers in accepting tax returns and payments.

Tabule said this system requires an intranet connection only available in BIR officers.

She further clarified that tax payers, particularly government officials and employees, are required to file their ITR at the Revenue District office where they are registered.

“The filing of Out-of-District returns are no longer allowed particularly to government officials and employees who were transferred due to work assignments, such as the members of the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and public school teachers/professors/instructors,” Tabule explained.

The said provision is under the Revenue Memorandum Circular No. 15-2014 approved on March 3 this year.(MAL/SAA-PIA5/Albay)
