Chinese national nabbed for selling illegal firecrackers

TABACO CITY- A Chinese national was arrested  for illegal sale of firecrackers and pyrotechnics hours before this city welcomes the New Year.

Led by PI Voltaire Jun Pedido, a buy-bust operation was conducted  at noontime today pursuant to its intensified campaign against illegal firecrackers. 

Arrested was Chen Quinshui, 46, married, and a Chinese national from Fujcan, China. 

The operation confirmed an earlier information received by the Tabaco City Polist Station that the suspect was allegedly selling firecrackers without the required permit.

Confiscated at his store located at Barangay Quinale were of the following items: 18 packs of illegal firecrackers commonly known as “piccolo”, three  pieces of  "Roman Candle, three pieces of “Tiger Fireworks”, and one box of assorted firecrackers.

Said items are worth more or less Five Thousand One Hundred Eighty Pesos (5,180.00) Philippine currency.

All of which were inventoried, marked, and photographed in the presence of the witnesses which included elected Barangay Officials, representative from the Media, and the suspect himself.

9 nabbed in Bicol for violation of firecracker law

LEGAZPI CITY—The Bicol police has intensified its efforts in the maintaining peace and order and
providing public safety during the Yuletide season.

Starting December 16, the regional police office has mounted "Oplan Ligtas Paskuhan" per a directive issued by the national office.

The Operational Guidelines for “Ligtas Paskuhan 2014” involve police presence, focused law enforcement operations, target hardening, police community partnership, and information operations.

Nine persons have been arrested by the police in relation to the Oplan Ligtas Paskuhan 2014 project from December 16 to 30, 2014.

In addition, 21 incidents of violation against Republic Act 7183 (An Act Regulating the Sale, Manufacture, Distribution, and Use of Firecrackers and Other Pyrotechnic Devices) have been recorded during the same period.

According to the consolidated monitoring report of the Bicol police, the nine persons arrested are all from the province of Sorsogon.

Meanwhile, six of the recorded violations against R.A. 7183 are from Albay, six from Camarines Sur, five from Sorsogon, two from Camarines Norte, and one each from Masbate province and Naga City.

The total estimated value of the confiscated prohibited fireworks in the region is P75,638.00.

There have been no incidents of stray bullets or fire due to firecrackers recorded as of December 30.

Meanwhile, five incidents of unauthorized or illegal discharge of firearm have been noted. Two of which are from Albay, two from Masbate, and one from Camarines Sur.

The regional police office reiterated its call for the public to maintain law and order during the New Year celebrations.—BICOLSTANDARD.COM

Labo Municipal Police seize illegal firecrackers

LABO, Camarines Norte-- The Municipal Police Station (MPS) of this town has ramped up its security ahead of the New Year revelry.

Led by Police Inspector Pili, elements of the Labo MPS together with the Bureau of Fire Protection conducted an inspection of stalls selling firecrackers and pyrotechnic devices.

SPO4 Omar Mase of the Camarines Norte Provincial Police Office was also present during the operation.

Said inspection led to the confiscation of illegal unlabeled "One Star" firecrackers, which were immediately immersed in water.

Through its Facebook Account, the Labo MPS also appealed to citizens not to use prohibited firecrackers like piccolo, pop pop, crying bading, goodbye Phillipines, Yolanda,goodbye Napoles, watusi, and giant kwitis.

In case of violations, the Labo MPS is asking citizens to report to its office through its mobile phone number, 09165550785. 

Earlier, PNP head Deputy Director General Leonardo Espina said that the police would strictly enforce the penalties for violators of Republic Act No. 7138 which provides for the control and regulation of fireworks and pyrotechnic devices.--BICOLSTANDARD.COM

CITY OF NAGA--The local government unit of Naga is intensifying efforts to address the city’s fly infestation problem in the upper barangays after receiving numerous complaints about poultry and piggery farms that are poorly managed or operating without permits or clearances.

In an executive directive issued recently, it has directed the offices in charge of processing permits or clearances to put on hold all renewal or new applications for poultries and piggeries.

In addition, it has required all existing poultries or piggeries found within the territorial jurisdiction of the city to undergo inspection.

Meanwhile, appropriate recommendations for suspension or closure must be submitted on or before January 5, 2015.

All application documents for issuance of Mayor’s Permit for 2015 furthermore must also be forwarded immediately to the City Administrator for review.

Under said directive, the City Treasurer’s Office, the City Planning and Devt Office, the City Health Office, the Solid Waste Management Office, the City Environment and Natural Resources Office, the Arts, Culture and Tourism Office and the BOSS, and Joint Inspectorate Teams are directed to (1) conduct an immediate assessment of the situation and submit recommendations to the City Mayor within two weeks but not later than Jan. 5, 2015, and (2) draft an ordinance that will prohibit expansion of any existing piggery/poultry and construction of new ones.

Recognizing the threat to human health of the fly infestation problem, the city government
is seeking the cooperation of the pub- lic in the enforcement of said directive.—BICOLSTANDARD.

Grenade blast injures 2 in Masbate City

MASBATE CITY- An early Sunday morning explosion jolted this city today.

In an interview with BICOL STANDARD, Masbate City Chief of Police P/Supt.Cerilo Trilles said that the grenade went off  at 3:05 a.m.

The blast took place in front of the Rizal Commercial Banking Corporation Bank located  along Quezon St., Barangay Centro here.

Witnesses told police that a man on board a Kawasaki motorcycle flung the grenade in front of said establishment. They failed to identify the suspect, however, because his face was covered by a black full helmet.

Two people were hurt by the blast.

Police identified the victims as Ian Maristela Irene, 33, the bank's security guard and Charlie Basa, 53, a garbage collector.

Both only sustained minor injuries.

Three vehicles were also damaged by the incident.

The Chief of Police here has already ordered an investigation on the incident. --BICOLSTANDARD.COM

Malaysia-based AirAsia flight to Singapore confirmed missing

Search and rescue operations are underway for AirAsia flight QZ8501 that was reported missing after it took off from Indonesia en route to Singapore.

According to the Malaysia-based corporation, there were 162 souls on board.

Meanwhile, news channel CCTV said that an airplane wreckage has reportedly been found east of Belitung Island in Indonesia.

Authorities, however, have still to confirm if it is the missing plane.

Air Asia, a Malaysian low-cost airline headquartered near Kuala Lumpur, has already issued a statement earlier. The Facebook post reads:

"AirAsia Indonesia regrets to confirm that flight QZ8501 from Surabaya to Singapore has lost contact with air traffic control at 07:24 (Surabaya LT) this morning. The flight took off from Juanda International Airport in Surabaya at 0535hours.

The aircraft was an Airbus A320-200 with the registration number PK-AXC. There were two pilots, four flight attendants and one engineer on board.

The captain in command had a total of 6,100 flying hours and the first officer a total of 2,275 flying hours

There were 155 passengers on board, with 138 adults, 16 children and 1 infant. Also on board were 2 pilots and 5 cabin crew.

Nationalities of passengers and crew onboard are as below:

1 Singapore
1 Malaysia
1 France
3 South Korean
156 Indonesia


At this time, search and rescue operations are being conducted under the guidance of The Indonesia of Civil Aviation Authority (CAA). AirAsia Indonesia is cooperating fully and assisting the investigation in every possible way.

The aircraft was on the submitted flight plan route and was requesting deviation due to enroute weather before communication with the aircraft was lost while it was still under the control of the Indonesian Air Traffic Control (ATC).

The aircraft had undergone its last scheduled maintenance on 16 November 2014.


AirAsia has established an Emergency Call Centre that is available for family or friends of those who may have been on board the aircraft. The number is: +622129850801.

PNP, AFP probe CNorte heavy equipment blast


DAET, Camarines Norte--A joint group composed of members of the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) has created a dedicated task team to focus on the investigation of the recent bombing of heavy equipment by suspected members of the New People's Army (NPA) at Paracale town.

In a case conference yesterday held at Camp Wenceslao Q. Vinzons here, the joint group focused on the identification of the suspected rebels.

It would be recalled that around 30 of the suspects who introduced themselves as members of the rebel group, were carrying high-powered firearms when they arrived at Sitio Buhangin, Barangay Gumarus, Paracale at around 10 p.m. on December 22.

Said location was where VC Varin construction company was conducting bridge construction project.
According to the investigators, the group directed Assistant Construction Foreman Justino Cardenas y Rivarez, along with some construction wokers to proceed to the seashore, some 100 meters away from the location of the heavy equipment.

Using electric improvised explosive devices (IED), the group of suspected rebels then blew up four units of heavy equipment of the VC Varin construction company, including a road roller, pay loaders, and a back hoe.

Shortly after the incident, one of the suspected NPA members believed to be the leader uttered: "Sabihin niyo mga NPA kami, pasensya na kayo kailangan lang namin gawin ito dahil yung kontratista niyo ay hindi sumusunod sa usapan."

They then walked to the direction of Barangay Luklukan, Jose Panganiban town. As of press time, the suspects are still at large.

During the initial investigation, the authorities recovered from the crime scene a duplex wire believed to be used as electric firing wire and small broken engine parts with explosive residue.

They also estimated the damages to be around Php8,000,000.

Full cooperation

During the case conference, Francisco Andaya, foreman of VC Varin Construction firm, said that he will urge some of the workers to execute their affidavits relative to the incident on Monday, December 29.

The information in said affidavits will be compared with the existing profile of NPA members operating in the province.

Meanwhile, Robinson Sabas, also of VC Varin  Construction, said that the incident may be an offshoot of a previous demand allegedly from the NPA while they were concreting the road from Bagong Silang, Labo to Barangay Alayao, Capalonga.

Sabas added that he will provide the copy of the demand letter from the rebel group, which was represented by a certain Ka Favian.

In a report from the Camarines Norte Provincial Police Office, PSupt Leo Estavillo Quevedo, DPDA, and LTC Medel M. Aguilar of 49IB, 9th Infantry Division of the Philippine Army said that they will work hard, share information, and will not stop until the perpetrators of the "terroristic act" are brought to justice.

Bicolana is 'Pinay Beauty Queen Academy' winner

NAGA CITY—Bicolana Joanna Angelica Romero was crowned winner of GMA News TV's reality show Pinay Beauty Queen Academy at the Grand Finals held at Newport Performing Arts-Resorts World Manila yesterday, December 26.

Romero, according to her Facebook page, hails from Naga City. However, she also has roots in Matnog, Sorsogon.

Prior to the reality show, Romero won several titles and awards, including Miss Naga City 2009, Mutya ng Ibalong 2010, Miss Bicolandia 2010 3rd Runner-up, and Miss Teen Bicolandia 2005 2nd Princess. She also competed in the Binibining Pilipinas 2013 pageant.

In Pinoy Beauty Queen Academy, Romero, along with the 19 other contestants, were given lessons on personality development, pasarela, projection, and makeup.

The contestants were mentored by Miss World 1973 1st runner-up, Evangeline Pascual, Bb. Pilipinas-Universe 1982, Maria Isabel Lopez, Beauty queen blogger, Miss Young Philippines 1981 and Bb. Police uses masking tape-sealed gun to maul minor

LEGAZPI CITY—Members of the Albay police are now searching for a fellow police officer who was identified as the suspect in the mauling of a 15-year-old student here on Christmas.

The suspect was identified as PSInsp. Ferdinand Aterrado, a police officer assigned at the Albay Philippine Public Safety College, Camp General Simeon Ola here.

Initial information disclosed that the victim was walking with his friend along Anahaw Village at around 4:10 a.m. when Aterrado asked: "Hoy, kamo su nag-ayot sako?"

The suspect carried an armalite with a muzzle that was sealed with masking tape.

He approached the victim and struck him with the hand guard of the firearm on his forehead, causing an injury.

Afraid of what the suspect might do next, the victim and his companion ran away.

At around 10:10 a.m. of the same date, the victim reported the incident to the Legazpi City Police Station. He averred that he can identify the suspect if he sees him again.

Meanwhile, the investigators said that SPO1 Culbert Velasco and duty base police personnel of the camp revealed in interviews that they saw Aterrado carrying a long firearm.

Mark Nipas, the security guard of a convenience store near the vicinity where the incident took place, also maintained that he saw a man with a long firearm inflict harm on the victim.

The Legazpi City Police Station has already requested for the convenience store's CCTV footage, which may aid in the investigation.

It would be recalled that the muzzles of the police officers' firearms were sealed in order to prevent indiscriminate and unauthorized firing during the holidays.—BICOLSTANDARD.COM

NAGA CITY—Police busted a gathering of suspected illegal drug users and gamblers at around 11:45 last night, December 25, at Zone 6, Caimito St., Barangay Dayangdang here.

Sixteen persons, including one minor, were arrested.

They were identified as Nicanor Igura y Delos Santos, 37, married, of 15 Ojeda St., Bgy Dayangdang, Naga City; Allan Nema y Celimen, 38, single, of 4 Caimito St., Bgy. Dayangdang, Naga City; Rendel Mejico y Escondo, 24, married, of Caimito St., Bgy. Dayangdang, Naga City;  Allan Bragais y Pajo, 40, married, of Sierra Madre St., Bgy Dayangdang, Naga City; Arnulfo Cabite y Bonavente, 54 yrs old, married, of Caimito St., Bgy Dayangdang, Naga City; Jeffrey Cavite y Adolfo, 20 yrs old, single, of Caimito St., Bgy Dayangdang, Naga City; Elmer Bustinera y Biando, 48 yrs old, married, of Bgy San Jose, Pili, Camarines Sur; Adonis Sioco y Atim, 29 yrs old, married, of Urban Poor Queborac Bgy Bagumbayan Sur, Naga City; ) Ejercito De Jesus y Binaro, 38 yrs old, married, of Caimito St., Bgy Dayangdang, Naga City; Herman Obac y De Veres, 45 yrs old, married, of Caimito St., Bgy Dayangdang, Naga City; and Mergelyn Encinares y Morada, 25 yrs old, single, of Zone 6 Caimito St., Bgy. Dayangdang, Naga City.

The suspects, the police said, were apprehended after being caught engaging in Cara y Cruz, an illegal gambling activity.

The police recovered from the suspects' possession a plastic sachet containing a substance believed to be methamphetamine hydrochloride (shabu), two disposable lighters, a container with eight aluminum foil strips, and Php 1,968.75 cash as money bet.

The fifteen suspects were detained at the Naga City Police Office while the minor was turned over to the Department of Social Welfare and Development for proper disposition.

Criminal complaints for the violation of Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002) and Presidential Decree (Prescribing Stiffer Penalties for Gambling) are now being prepared for filing before the City Prosecutor's Office.—BICOLSTANDARD.COM

Labor law expert Atty. Alcantara, 79, passes away

QUEZON CITY—Distinguished lawyer and labor law professor Atty. Samson Savella Alcantara passed away this afternoon, December 26.

This was confirmed to BICOL STANDARD by Alcantara's Chief of Staff Christine Ann Sempio.

He was 79.

As president of the Lex Reviews & Seminars, Inc., Alcantara helped make bar review accessible to reviewees from the province. 

He last delivered a lecture during the 2014 bar review season at the  the University of Nueva Caceres in the City of Naga. 

He also used to deliver labor law lectures in Legazpi City.

Alcantara made headlines when he, together with his co-petitioners, sought the removal of the Pandacan Oil Depot in Manila.

He was also the first one to file a petition seeking that the pork barrel system be declared unconstitutional.



Alcantara ran for senator in the 2013 polls.

The official profile of the professor in the University of Sto. Tomas webiste reads: "Atty. Alcantara is a renowned professor of labor law. He finished law at the Manuel L. Quezon University School of Law in 1957 and placed 3rd in the Bar Examinations of the same year.

He is engaged in active law practice since 1958 and currently a retained counsel of several teacher’s and allied workers unions. He is the National President of Social Justice Society.

Alcantara started teaching in 1967 handling Political Law and Labor Law subjects. Presently, he is a faculty member of the UST Faculty of Civil Law, MLQ School of Law, PLM College of Law, and a bar reviewer in several law schools. He is the author of Philippine Law and Social Legislation, Reviewer in Labor and Social Legislation, and Statutes."

According to his Facebook account, his remains lie in state at the Loyola Memorial Chapel Commonwealth, Quezon City, tomorrow, December 27, 2014.

Meanwhile, interment will be in the afternoon of December 30, 2014 at the Loyola Memorial Park, Marikina City.

The Facebook notice ends with the words of the professor: "When a person is born, the date when his journey in this world will end is already fixed. Nothing can change this. Grandma, 84, homeless after fire razes house in Naga City

NAGA CITY-- An 84-year-old woman is homeless a day past Christmas after fire gutted her house.

The fire broke at 10:12 a.m.

Reports say that her hair also caught fire in her desperate attempt to save her house.

Authorities identified the owner as Adilaida Sarmiento.

Members of the Bureau of Fire Protection quickly rushed to the scene to put out the fire.They were assisted by the voluntary firemen of the Naga White association.

Her residence, which is located at Zone 1, Sto. Nino, Barangay Cararayan here, was almost totally burned to the ground.

Authorities are still investigating the cause of the fire.
